New Rural Zoning By-law Update and Discussion Paper

Update from the City of Kawartha Lakes

The Planning Division held public information sessions in the fall of 2019 regarding the consolidation and update for a New Rural Zoning By-law. The sessions and conversations both introduced this Project and started the discussion on what needs to be considered in the development of a New Rural Zoning By-law.

From discussions with you, the public, interested organizations, and City staff, we have prepared a Discussion Paper. The draft Discussion Paper is available via the Rural Zoning By-law Project website: (https://www.kawarthalakes.ca/en/business-growth/zoning-bylaw-project.aspx). It outlines preliminary options to address several key issues as well as discusses a potential format for the new document. We would like your comments and input to help the City as we start to prepare a draft New Rural Zoning By-law over the next several months. Some questions you might want to ask yourself are:

  • What opinions do you have on the key issues the City has identified?

  • Are there any other issues you believe should be considered as part of this zoning by-law review?

  • What map format would be easy for you to read?

  • Do you have a preference between the traditional form currently used in the City zoning by-laws or a table-based presentation of uses and regulations?

  • How would you like to be able to access information?

This Discussion Paper as well as a Project update will be presented at the Council meeting March 18, 2020, 1:00 pm., Council Chambers, City Hall. There will be an information report that will be part of the Regular portion of the meeting.  The staff report is available from the Rural Zoning By-law webpage (https://www.kawarthalakes.ca/en/business-growth/zoning-bylaw-project.aspx).

Finally, WSP has developed an interactive map where you can access Zoning By-law information for properties being reviewed as part of this Project. It is intended to allow you to provide concerns with the existing zone uses and standards for your property for the purposes of this Project. Once the City has drafted new zones, that information will be added to the map.
