Kawartha Lakes launches online Public Access Portal starting with burn and fireworks permits
We’ve launched an online Public Access Portal where residents can apply for Kawartha Lakes Fire Rescue Services (KLFRS) burn and fireworks permits. Along with permits, the online portal also allows for the community to easily apply for fire incident and property file searches all in one convenient location.
Burn and fireworks permits are only the beginning for the Public Access Portal as more municipal forms and applications will be transitioned to the portal over time.
The new online Public Access Portal is live as of Wednesday May 1, 2024. The public can access the portal here:
To use the online portal, all you have to do is create an account. An email address will be required for registration. Once your account is created, you can sign into the online portal and start creating your application.
If you need assistance creating a Public Access Portal account, a kiosk has been set up at the Lindsay Municipal Service Centre (City Hall, 26 Francis Street) and Customer Service staff will be available to walk you through creating an account.

The following Fire Services applications are now available through the new portal:
Regular Burn Permits
Regular Agricultural Burn Permit
Regular Annual Burn Permit
Special Burn Permit
Special Agricultural Burn Permit
Special Long Term Burn Permit
Fireworks Consumer Permit
Fireworks Display Permit
Fireworks Pyrotechnics Permit
Fire Department Incident Report Search
Property Search Report Fire File Search
Fire Rush File Search (less than 5 business days)
Public Access Portal process and additional information
Once you’ve submitted your application, you’ll receive an email notification that your application has been submitted for approval. At this point Fire Services will review your application and if it’s approved you will receive an email to log into the portal to make your payment.
Payment is made using PayPal. If you don’t have a PayPal account, rest assured you do not need to create an account if you do not want to, you will be able to check-out as a guest with a Visa debit or credit card payment.
Please note that special permits may require a site visit and a minimum of seven days to process.

What if I don’t have an email address?
Residents must have an email address in order to register an account in the Public Access Portal, for your convenience the municipality recommends opening an email address to create an account.
If you are unable to create an online account, burn permits are available in person at the Service Centres. Outside of the portal, special burn permits and other types of Fire Service applications are only available by sending an email to: burnpermits@kawarthalakes.ca
Please note that Fire Services is unable to accept payments at the Fire Department. If you fill out the application at the Fire Department, you will be given a receipt that you will then have to take to a Municipal Service Centre to make your payment.
Municipal Service Centres are still able to provide residents with access to Regular Burn Permits, Regular Agricultural Burn Permits, and Regular Annual Burn Permits; any other applications will have to be completed through the online portal or by contacting Fire Services.
The following services are only available at the Fire Department, they will not be available in the online Public Access Portal or at a Municipal Service Centre:

Please note that any reference to Fire Department, refers to KLFRS Headquarters Station 1 at 9 Cambridge Street in Lindsay.
What’s next for the Public Access Portal
The Fire Services applications are the first municipal services to be moved to the online Public Access Portal. In alignment with the municipality’s strategic priorities of Good Government and An Exceptional Quality of Life, found in the 2024 to 2027 Strategic Master Plan, having the applications located all in one place will improve the customer experience for our residents, help us to streamline application processes and make the back end process much more efficient for staff.
