Kawartha Lakes Budget Committee kicks off 2025 Budget process

The Budget Committee has begun the process of developing the 2025 Budget. The process will run through the fall and wrap up in December. Under Strong Mayor Powers, Mayor Elmslie appointed the members of the Budget Committee that will develop the proposed 2025 Budget and submit it to him for review and amendments. The Mayor’s Budget is then subject to Council amendments and deliberation.

The Budget Committee consists of the following members of Council:

  • Deputy Mayor Charlie McDonald, Chair

  • Councillor Dan Joyce

  • Councillor Tracy Richardson

The first meeting was September 3, 2025 when the Committee received an initial look at the capital side of the budget, including a primer on how capital projects are funded and rated in order of priority to maintain state of good repair, and to expand needs of buildings, fleet and roads. The roads and bridges program forms approximately 60 percent of the capital budget.

Several meetings will follow, with department staff and agencies/boards of Council presenting their requirements for the upcoming year in the Operating Budget. The Special Projects and Water-wastewater Budgets will be part of the process.

The public is welcome to watch the Budget Committee meetings, which are held in Council Chambers. In addition, members of the public are invited to attend and make a delegation or submit correspondence on the Budget to Council at the evening public meeting on November 12, 2024 at 7pm.
